Key points
- Balochistan and NADRA have piloted digital licensing for Nikah registrars and electronic marriage registration through the PakID application in Quetta.
- The first certificate under the new workflow was issued after union-council verification, while wider provincial availability has not yet been confirmed.
The Balochistan government and the National Database and Registration Authority have launched a pilot system for digitally licensing Nikah registrars and processing marriage registrations in Quetta. The initiative uses NADRA’s PakID mobile application to submit marriage information and supporting documents to the relevant union council.
The first Marriage Registration Certificate processed under the pilot was issued through Union Council Haji Ghaibi Road, Ward No. 22, of the Metropolitan Corporation Quetta. The development marks the initial implementation of the province’s digital Nikah registrar registration and electronic solemnisation module.
Maulvi Samiullah became the first Nikah registrar licensed through the new digital system on October 28, 2026. He submitted the first marriage registration through the platform on October 29, while the corresponding certificate was issued after verification on October 30.
Under the new workflow, a registered Nikah registrar can upload marriage details and required documents through the PakID application. The information is then forwarded to the relevant union council, where its secretary reviews the submission and completes the required verification and approval process.
Once approved, the system automatically generates the Marriage Registration Certificate. The Nikah registrar, bride and groom can access, download and print the certificate through their respective PakID accounts, reducing their dependence on repeated visits to government offices and paper-based processing.
The pilot is intended to make marriage registration faster, more secure and transparent while improving the management of official civil records. Digital submissions can also provide a clearer processing trail and reduce delays associated with transferring documents between registrars and local-government offices.
NADRA already provides selected provincial civil-registration services through PakID, including facilities associated with birth, death, marriage and divorce records. Its national registration ecosystem is linked with civil-registration systems operated through thousands of union councils under agreements with provincial and local governments.
The latest development is specifically focused on the new digital registrar-licensing and marriage-solemnisation workflow being tested in Quetta. It should not be interpreted as confirmation that every stage of digital marriage registration is currently available in every district of Balochistan or across Pakistan.
Officials involved in the pilot included representatives of the Metropolitan Corporation Quetta and NADRA’s Civil Registration and Vital Statistics operations. Following the initial implementation, authorities may evaluate the system’s performance before extending the facility to additional union councils in Balochistan.
