Prime Minister Shehbaz Sharif has announced the “Roshan Economy Power Package,” a three-year relief scheme that offers a discounted electricity tariff of Rs22.98 per unit for industrial and agricultural consumers—but only on power used above last year’s consumption levels. The programme, effective from November 2025 through October 2028, is designed to monetize surplus generation without shifting costs to households.

Officials said base consumption will remain on existing rates, while incremental units will qualify for the lower tariff. The government expects the move to lift production, competitiveness and jobs by reducing energy costs for factories and farms. The premier credited the energy team for crafting the plan and pointed to earlier incentives that, he said, helped spur additional usage during the previous winter.

Energy Minister Sardar Awais Leghari later explained that roughly 7,000 megawatts of surplus capacity would be channeled to productive sectors. He estimated that average electricity costs would fall by about Rs5 per unit for industry and Rs7 for agriculture, depending on how much consumption rises relative to last year.

According to official projections, an industrial user currently paying around Rs34.9 per unit (before taxes) would see the average rate drop with higher usage—near Rs32.5 with a 25% increase, Rs30.9 with 50% more, and about Rs28.9 if consumption doubles. Similar stepped reductions are outlined for farm users, with further savings possible at even higher utilization.
