PAA Raises Outsourced Workers' Minimum Wage to Rs40,700

The Pakistan Airports Authority has approved a higher minimum wage for outsourced employees, setting the monthly floor at Rs40,700 and directing contractors working with the authority to implement the revised rate. The decision was announced through an official notification covering security staff and other personnel engaged through outsourcing arrangements.

According to the notification, the revised minimum wage will take effect from July 1, 2026. The change applies to workers serving under existing outsourcing contracts as well as employees covered by extended contractual arrangements, making the order relevant to outsourced personnel working across Pakistan Airports Authority operations nationwide.

The authority has instructed all contractors responsible for outsourced manpower to ensure that eligible employees receive the new minimum monthly wage. The directive places responsibility on contracting firms to adjust payments in line with the revised standard rather than waiting for individual workers to seek corrections through separate claims.

The Pakistan Airports Authority has also asked the relevant directorate to prepare a detailed report on outsourced employees. That exercise is expected to give the authority a clearer picture of the number of workers affected by the decision and help officials monitor whether contractors are complying with the revised wage requirement.

The increase follows the federal government's decision to raise the minimum wage by Rs3,700. The PAA's notification translates that broader wage revision into a specific requirement for contractors providing personnel to the airports authority, bringing the minimum monthly payment for covered outsourced workers to Rs40,700.

For affected employees, the decision could have an immediate impact on household income because the revised rate has been made effective from the beginning of July. Contractors will now need to align their payroll arrangements with the authority's instructions and address any difference between the old and revised minimum wage for the applicable period in accordance with the notification.

The move also puts contractor compliance under greater scrutiny.
