The federal government has authorised the Federal Board of Revenue to collect the Petroleum Development Levy and Climate Support Levy on petroleum products, marking an important administrative change in how key fuel-related levies will be handled across Pakistan. The decision was reported from Islamabad on Wednesday night and places the tax authority at the centre of a revised collection mechanism linked to the petroleum sector.

Under the new arrangement, the FBR will act on behalf of the Ministry of Petroleum and the Petroleum Division for the recovery of both levies. The move is aimed at streamlining collection, documentation and reporting through the country’s existing tax administration system rather than leaving the process scattered across separate institutional channels.

According to the report, the FBR has issued a statutory regulatory order introducing changes to the Sales Tax Rules, 2006. The notification sets out a formal mechanism for collecting the Petroleum Development Levy and also introduces a Domestic Sale Invoice system for transactions involving petroleum products.

Registered buyers, including registered petrol pumps, will now be required to maintain and submit detailed purchase information in the prescribed format. The information will include taxpayer identification details, CNIC numbers, buyer names, transaction records, product codes, sale type, quantity sold in litres, sale value and the applicable amount of levy charged on each transaction.

Officials said the revised procedure does not change the levy rates or create a new tax head. Instead, it gives the FBR the role of collection agent for the relevant ministry, allowing petroleum-linked revenue to be processed through a more structured reporting framework.

The notification also addresses situations involving buyers or institutions that are exempt from the Petroleum Development Levy or eligible for zero-rated treatment. In such cases, the relevant exemption order, schedule and product details will have to be cited clearly to avoid ambiguity in sales records and levy reporting.

The Climate Support Levy was introduced through the Finance Bill 2025 and became effective from July 1, 2025. It was designed to raise resources for climate and environmental challenges, an area of increasing policy importance for Pakistan because of floods, heatwaves, pollution, water stress and damage linked to changing weather patterns.

The Petroleum Development Levy has long been a major revenue instrument for the federal government, especially because petroleum consumption provides a predictable source of fiscal inflows. Any change in its administration can therefore have wider implications for revenue tracking, petroleum-sector documentation and fiscal planning.

For consumers and businesses, the immediate impact may not come through a direct rate change, but the revised documentation system could affect compliance obligations for petroleum retailers and registered buyers. Stronger reporting may also help authorities monitor sales patterns, exemptions and levy collection more closely.

The next phase will depend on how smoothly petroleum businesses adjust to the new reporting requirements and how effectively the FBR implements the amended rules. If the system functions as intended, it could improve transparency in fuel-related revenue collection while giving policymakers better data for managing petroleum and climate-linked fiscal measures.
