Ali Nasir Rizvi Named NCCIA Chief in Federal Police Reshuffle

The federal government has appointed Syed Ali Nasir Rizvi as Director General of the National Cyber Crime Investigation Agency, formalising a major change in the leadership of Pakistan's cybercrime investigation setup. His appointment takes effect immediately as part of a wider reshuffle involving senior Police Service officers and key federal law-enforcement positions.

The Establishment Division has also issued a notification appointing Captain (retd) Sohail Chaudhry as Inspector General of Islamabad Police. Chaudhry will take charge of policing in the federal capital, replacing Rizvi, who had been serving as Islamabad's police chief before being moved to his new assignment at the cybercrime agency.

A third senior appointment places Syed Khurram Ali at the head of the National Police Bureau. Khurram Ali, a Police Service of Pakistan officer who had been awaiting a new assignment at the Establishment Division, has been appointed Director General of the bureau with immediate effect. His appointment will remain in force until further orders, according to the government notification.

The leadership change at the cybercrime agency is significant because the institution serves as Pakistan's specialised federal body for investigating offences committed through digital platforms. Its responsibilities include receiving cybercrime complaints, investigating online fraud, harassment and unauthorised access cases, carrying out digital forensic work and pursuing legal action under the country's electronic-crime framework. The agency operates through offices covering Islamabad and regions across all four provinces and other territories.

The National Police Bureau, meanwhile, performs a different federal role focused on policing policy, coordination and reform. Operating under the Ministry of Interior, the institution works with police organisations on standardising practices, conducts research on crime and law-and-order issues and supports national-level policy development. Its responsibilities also include maintaining key crime-related databases, coordinating police reform initiatives and facilitating cooperation with domestic and international law-enforcement partners.

The appointments therefore place senior officers in three distinct areas of internal security administration: cybercrime investigation, federal policing policy and operational policing in Islamabad. Rizvi moves from responsibility for the capital's police force to an agency dealing with rapidly expanding digital offences, while Chaudhry assumes direct responsibility for security, crime control and law enforcement across Islamabad. Khurram Ali will oversee an institution responsible for coordination and development across the wider policing system.

The reshuffle follows earlier reports that changes were being considered in Islamabad Police and the federal cybercrime setup. The latest notifications provide the formal administrative basis for the appointments and clarify the immediate assignments of the three officers. No transition period was specified, with the notified appointments taking effect immediately.

Attention will now turn to the officers assuming their respective responsibilities and implementing priorities within their organisations. The changes come as cybercrime, digital fraud, policing reforms and security management in the federal capital remain important areas of public administration, making the performance of the newly appointed leadership closely relevant to law enforcement and public safety across Pakistan.
