NA Budget Debate Erupts as Govt, Opposition Clash in Assembly

ISLAMABAD: Pakistan’s federal budget debate took a dramatic turn in the National Assembly as treasury and opposition lawmakers traded sharp accusations, pushing the session close to physical confrontation during proceedings on Budget 2026-27.

The lower house remained in session late into Wednesday night, with Finance Minister Muhammad Aurangzeb expected to deliver his winding-up speech on Thursday before lawmakers move toward cut motions and final stages of the finance bill process.

The tense sitting unfolded as the government tried to complete the general debate within the agreed 40-hour limit set by the House Business Advisory Committee. The schedule has been compressed so the budget process can be wrapped up before the Ashura holidays, with the finance bill and supplementary grants still awaiting formal passage.

The most heated exchange came during a confrontation between Food Minister Rana Tanvir and PTI leader Amir Dogar. Remarks from the opposition benches triggered an angry response from the minister, after which PTI members objected strongly and the situation escalated before other lawmakers and the chair intervened.

Official reaction inside the house focused on restoring order. The speaker asked State Minister for Interior Tallal Chaudhary to help calm the situation, while lawmakers from different parties attempted to prevent the argument from turning into a direct clash on the floor of parliament.

The debate also carried serious political undertones. PTI’s Asad Qaiser sought to respond to Defence Minister Khawaja Asif’s earlier remarks about past meetings linked to FATF legislation, questioning the government over political accountability, the election process and the framing of the current budget.

PPP lawmakers used the session to defend allocations for the Benazir Income Support Programme while pressing for greater attention to agriculture. Shazia Marri also criticised speculation around a possible constitutional amendment, warning that any pressure on provincial rights would be resisted by her party.

The afternoon sitting brought another spell of disorder when PML-N’s Azhar Qayyum Nahra criticised PTI, prompting opposition anger and abusive exchanges. Women lawmakers from the ruling side demanded an apology after unparliamentary language was used, delaying the continuation of speeches.

The episode highlights how Pakistan’s budget process remains deeply tied to political mistrust, institutional allegations and federal-provincial tensions. Instead of a focused economic debate on taxation, relief and public spending, much of the session was consumed by partisan confrontation.

The next phase will test whether the government can keep the budget timetable intact. With the winding-up speech, cut motions and final voting still ahead, the ruling coalition will need discipline in the house while the opposition is likely to keep using the budget platform to challenge the government’s political and economic direction.
