A Senate standing committee has been told that vaping devices could be misused for drug intoxication and other harmful substances, as lawmakers reviewed proposed legislation aimed at regulating electronic nicotine delivery systems.
The discussion took place at Parliament House during a meeting of the Senate Standing Committee on National Health Services, Regulations and Coordination, chaired by Senator Amir Waliuddin Chishti. Members considered a private member’s bill titled “The Electronic Nicotine Delivery Systems (Regulation) Bill, 2025.”
Officials from the Ministry of National Health Services said stakeholders had raised concerns that, without regulation, such devices could be adapted for harmful use beyond nicotine. The committee was also briefed that several countries have already introduced restrictions or formal regulatory frameworks for similar products.
Federal Health Minister Mustafa Kamal highlighted the growing prevalence of vaping among teenagers and young people, warning that use has become increasingly common and socially normalised among adolescents.
The committee’s deliberations reflect a wider policy debate over how Pakistan should control the spread of vaping products while addressing health risks and potential misuse.
