A joint session of parliament passed the National Commission for Minorities Rights Bill, 2025 with 160 votes in favour and 79 against, according to Law Minister Azam Nazeer Tarar, who tabled the legislation.
The bill establishes a statutory commission to protect minority rights, monitor policy implementation and investigate violations independently, with representation from provinces and minority communities.
Tarar insisted the legislation contains nothing contrary to the Quran and Sunnah and urged against politicising the issue. JUI-F chief Maulana Fazlur Rehman acknowledged his party’s suggested amendments but raised wider concerns about recent constitutional changes, including the 27th Amendment.
Supporters framed the move as advancing constitutional guarantees and international commitments; critics called for broader consultations and clarity on overlaps with existing institutions.
