East Timor joins ASEAN as 11th member after 14-year bid

East Timor was admitted on Sunday as the 11th member of the Association of Southeast Asian Nations, capping a 14-year campaign for entry. Malaysian Prime Minister Anwar Ibrahim, whose government currently chairs the bloc, called the accession a moment that “completes the ASEAN family,” underscoring a sense of regional kinship.

Anwar said Timor-Leste’s development and strategic autonomy would receive firm support within the community. The country—also known by its Portuguese name, Timor-Leste—gained independence from Indonesia in 2002 after a long occupation and submitted its ASEAN application in 2011 under President José Ramos-Horta.

A declaration formalising membership was signed in Kuala Lumpur and hailed as a signature achievement of Malaysia’s chairmanship. East Timor received observer status in 2022, but full admission was delayed amid concerns over capacity and readiness to engage in ASEAN’s economic agenda.

Despite the milestone, Dili faces steep challenges. Inequality, malnutrition and unemployment remain widespread, and the economy is still heavily reliant on oil with limited diversification. Infrastructure gaps and human resource constraints could complicate integration into regional initiatives. Recent student-led protests over a plan to purchase SUVs for lawmakers and lifetime pensions—later scrapped—highlight domestic pressures to prioritise social spending.

ASEAN, founded by five nations in 1967, has expanded gradually over the decades, most recently accepting Cambodia in 1999. East Timor’s admission extends the bloc’s footprint while renewing debate over how ASEAN balances inclusivity with the capacity of newer members to participate fully.
