National Assembly Speaker Sardar Ayaz Sadiq issued production orders on Wednesday for two detained Pakistan Tehreek-e-Insaf lawmakers, Sanaullah Khan Masti Khel and Dawar Khan Kundi. The directions require authorities to bring the two members to Parliament House in Islamabad for sittings of the ongoing National Assembly session. Both lawmakers are currently in the custody of Punjab police, according to the order.

Sadiq exercised the authority provided by Rule 108 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. In the production order, he determined that the presence of the two members was necessary during the session summoned by President Asif Ali Zardari on October 13. The directions name Masti Khel and Kundi as the members to be produced.

Under the arrangements set out in the order, authorities must present the lawmakers to the National Assembly’s sergeant-at-arms at the beginning of each sitting. Once that sitting ends, the sergeant-at-arms is to return them to the custody of the authorities concerned. The order therefore provides for their attendance in the chamber while retaining the specified custody arrangements after parliamentary proceedings conclude.

The decision followed a written request submitted by PTI on Tuesday seeking production orders for nine lawmakers whom the party described as detained. Masti Khel and Kundi were among those identified in that request. PTI Chief Whip Amir Dogar asked the speaker to enable the members to attend the National Assembly session that began on Tuesday.

The National Assembly Secretariat circulated copies of the production order to the federal interior secretary and senior officials in Punjab. Those recipients included the provincial chief secretary, additional chief secretary and additional home secretary. The copies were sent for the action and coordination required to arrange the attendance of the two named members in accordance with the speaker’s directions.

Islamabad’s chief commissioner and inspector general of police also received copies, along with the National Assembly’s sergeant-at-arms. The order assigns the sergeant-at-arms the role of receiving the members at Parliament House and handing them back after each sitting. Its implementation requires coordination between the parliamentary authorities and the officials responsible for the lawmakers’ custody and transport.

The development comes amid the political confrontation following the federal government’s imposition of emergency and governor’s rule in Khyber Pakhtunkhwa on Sunday. The Centre cited what it described as the PTI-led provincial government’s disengagement from counterterrorism efforts. Several PTI leaders were subsequently taken into custody, including Sohail Afridi, whose functions as provincial chief minister had been suspended.
