The federal government has ordered the deployment of Pakistan Army troops in Khyber Pakhtunkhwa to assist the civil administration during the emergency imposed in the province. The deployment has been approved under Article 245 of the Constitution and will remain linked to the duration of the emergency declared on October 11.

According to the official notification, the armed forces will support the civil administration in maintaining law and order across the province. The stated purpose of the deployment is to protect citizens, government installations and public property at a time when the province is under extraordinary constitutional arrangements.

The notification says the governor of Khyber Pakhtunkhwa, in consultation with General Headquarters, will determine the number of troops and resources required for the operation. This means the scale of the deployment will be finalised according to security needs on the ground rather than through a fixed public number at the initial stage.

The formal order is also expected to be published in the Gazette of Pakistan, Part II, which would provide the official documentary basis for the deployment. The measure comes shortly after the imposition of emergency and governor rule in the province, creating a new layer of federal control over security and administrative response.

The decision follows the formation of an 11-member advisory council for Khyber Pakhtunkhwa. The council includes Dr Syed Amir Abdullah, Tariq Mahmood Pasha, Lieutenant General retired Nigar Johar Khan, Usman Saifullah Khan, Amir Javed, Samar Haroon Bilour, Dr Muhammad Irshad, Maulana Muhammad Tayyab Qureshi, Kifayatullah Khan, Asif Rafiq Afridi and Dr Sarfaraz Ali Shah.

The emergency and governor rule were approved under Articles 232 and 234 of the Constitution on the advice of Prime Minister Shehbaz Sharif and after approval by President Asif Ali Zardari. The proclamation cited a surge in terrorist incidents, attacks on government installations and threats to law enforcement agencies as reasons for the extraordinary action.

Officials have argued that the province’s security situation required immediate constitutional and administrative intervention. The notification linked the decision to the need to assist civil authorities and protect public order during a period of heightened concern over terrorism and possible unrest.

The development marks a significant escalation in the federal response to the crisis in Khyber Pakhtunkhwa. With troops now authorised to assist the civil administration, the next test will be how the governor, advisory council and federal authorities coordinate security operations while managing political reaction and public order in the province.
