Key points
- NEPRA has approved a Rs1.11 per unit fuel charges adjustment for August 2026 electricity consumption, to be recovered in October bills.
- The adjustment will affect most distribution company and K-Electric consumers, while lifeline, prepaid and electric vehicle charging consumers are excluded.
Electricity consumers in Pakistan will face an additional fuel cost charge in October bills after the National Electric Power Regulatory Authority notified a positive fuel charges adjustment of Rs1.11 per unit for August 2026 consumption. The regulator said the adjustment reflects higher actual fuel costs compared with the reference fuel charges built into the tariff.
According to the notification, the actual fuel charges component for August stood at Rs8.21 per kilowatt-hour, while the reference fuel charges component was Rs7.10 per kilowatt-hour. The difference resulted in a fuel cost adjustment of Rs1.11 per unit, which distribution companies have been directed to recover through October billing.
The additional recovery is expected to place a burden of around Rs16 billion on electricity consumers. The adjustment will be calculated on the basis of units consumed and billed in August and must be shown separately on consumer bills, allowing households and businesses to identify the fuel cost component.
The regulator said the adjustment was made under the provisions of the NEPRA Act after legal amendments empowered it to revise approved tariffs in line with fuel charge variations. Such adjustments are used when the cost of power generation fuel differs from the reference cost already included in the tariff structure.
The fuel adjustment will apply to consumers of ex-WAPDA distribution companies and K-Electric. However, lifeline consumers, electric vehicle charging stations and prepaid electricity consumers who have opted for prepaid tariffs have been excluded from the additional charge.
The order also covers electricity consumption under the Incremental Consumption Package. Distribution companies and K-Electric have been instructed to include the August fuel cost adjustment in bills issued during October and to comply with applicable court orders while implementing the recovery.
For consumers whose October bills were issued before the notification, the regulator said the amount may be recovered in the following billing month. That means some users may not see the charge immediately, but the adjustment can still appear in later bills depending on billing cycles.
The decision comes at a time when energy costs remain a major concern for households, traders and industries across Pakistan. Higher electricity bills can directly affect monthly budgets and business operating costs, especially for users already facing inflation, fuel price volatility and wider economic pressure. The next practical impact will be seen as distribution companies begin reflecting the adjustment in consumer billing.
