FIA Busts Islamabad Human Placenta Smuggling Network

The Federal Investigation Agency has uncovered an alleged human placenta smuggling network in Islamabad, arresting five suspects during raids on facilities officials say were being used to process and prepare biological material for illegal export. The operation, reported on Friday, has triggered serious questions about hospital oversight, medical ethics and cross-border trafficking of human biological material.

According to officials, FIA teams conducted raids in Islamabad’s F-7/1 and E-11 areas after receiving information about unauthorised processing units operating in residential sectors. Investigators say the facilities contained machinery, finished products and biological samples that were allegedly linked to the illegal handling of human placenta and other suspected tissue material.

The suspects arrested during the action include three Chinese nationals and two Pakistani citizens. Authorities identified the foreign nationals as Li Ganglei, Wang Bao and Pengfei Gao, while the Pakistani suspects were named as Waqas Sarwar and Qaiser Hanif. Officials allege that the Pakistani suspects were acting as facilitators and assisting with the movement and procurement of biological material.

An FIA spokesperson said the seized samples had been sent to the Pakistan Institute of Medical Sciences for forensic examination to verify their exact nature. A case has been registered under the Human Organ Transplant Authority Act, 2010, while investigators are also looking for additional people believed to be linked to the alleged network.

Initial findings suggest that the material was allegedly collected from hospitals in different cities, including Peshawar, Rawalpindi and Lahore, before being transported to Islamabad. Investigators believe the processed placenta was then prepared for shipment abroad by being falsely declared as sheep placenta, with Vietnam mentioned as one of the intended destinations.

The case has drawn attention because human biological material is subject to strict medical, ethical and legal controls. Unauthorised collection, processing or export raises concerns over patient consent, hospital record-keeping, infection control, forensic traceability and the possibility of wider exploitation within the healthcare supply chain.

Pakistan has previously faced scrutiny over illegal organ trade and unlawful medical networks, prompting authorities to strengthen enforcement through HOTA and related laws. The latest case appears different in nature because it involves alleged placenta processing and international shipment, but it fits into a broader pattern of concerns around weak monitoring of sensitive medical material.

The involvement of foreign nationals also gives the case a wider investigative dimension. Officials will now need to determine whether the suspects had support from hospital insiders, transport facilitators, exporters or customs-linked channels, and whether similar facilities were operating elsewhere in the country.

For Pakistan, the case could have implications beyond law enforcement. It may force hospitals and regulators to review disposal systems for placental and biological material, improve documentation of medical waste, and tighten controls over laboratories, clinics and private-sector health facilities handling sensitive human tissue.

Further progress will depend on forensic results from PIMS, interrogation of the arrested suspects and follow-up raids by FIA teams. Authorities are expected to expand the investigation to identify the source hospitals, map the alleged supply route and determine whether the network had already succeeded in sending biological material abroad.
